Je mi zima = I am cold or: I feel cold (literally: it is cold to me) je (velká) zima = it is (very) cold (regarding the weather only, otherwise: čaj je studený = the tea is cold, etc)
je mi horko = I am hot
je horko = it is hot (regarding the weather, otherwise: čaj je horký = the tea is hot)
